City to eliminate sergeant positions

Ypsilanti Police Lt. Mark Angott will leave his position July 2 as the result of a deal struck between the City and the Command Officers Association of Michigan.

According to a resolution approved by the City Council Tuesday, COAM agreed to eliminate the Administrative Sergeants position as long as no COAM member is demoted.
The city agreed to continue to provide Angott's health coverage until Jan. 1, 2014. The city also included Angott's vacation and sick time into his Financial Average Compensation.
The agreement will cause an unfunded liability of $115,082. Cost of the elimination of the position would save the city more than $125,000 a year.
Councilman William Nickels said the proposal would save more money because the alternative would be loosing a lower paid employee.
"This proposal is an orderly way of downsizing the department," Nickels said.
The resolution was adopted by a four to two vote. Council members Brian Robb and Lois Richardson voted against it.
Richardson said she wanted feedback from representatives from the Police Officers Association.
"How does the POAM feel about it," she asked. "Are we setting a precedent and opening a door that we won't be able to close if we want to?"
