Lincoln millage narrowly fails
Innes, Paschal re-elected in unopposed campaigns

It is no surprise who won the Lincoln Consolidated Schools Board election Friday.

Jane Ellen Innes, 53, and James Paschal, 45, were running unopposed for four-year terms. There was also a write in candidate for the district who received less than 2 percent of the votes according to early results gathered Tuesday evening from the County.
However, proposal E was a close contest with approximately 53 percent of voters voting "no" and 47 percent voting "yes."
Proposal E, sought an increase of .25 mills ($0.25 on each $1,000.00 of taxable valuation) for a period of five years (2008 to 2013) to pay for the purpose of providing funds for operating community recreation programs, including for senior citizens.
If approved, the estimate of the revenue the school district will collect for such recreational program the first year of levy is approximately $251,428.
The district has been having problems with funding as money continues to seep out with little funding coming in.
Paschal, a consulting engineer, said one of his goals in the next four years is to see the district operate on a balanced budget without dipping into fund reserves to pay normal operating costs.
Innes, a faculty chairwoman in the district, said she would continue working "diligently to understand all aspects of issues, maintain an open mind, and approach each issue without bias placing the best interests of the children first."
