Agency to make changes

Ypsilanti Police Chief Matt Harshberger said he has asked the Livingston and Washtenaw Narcotics Enforcement Team to review its operations and make some corrections. Harshberger's request came after an internal review of the Jan. 23 operation that led to the shooting death of David Antjuan Ware, 29, by an Ypsilanti officer assigned to LAWNET.

Harshberger, interviewed Tuesday, said his request came after a three-month Ypsilanti Police Department internal investigation cleared Officer Uriah Hamilton of wrongdoing.
"I have met with Lt. Garth Burnside of LAWNET," Harshberger said, "and things are being looked into. I believe they will be taking some corrective actions."
Harshberger said he had some concerns about keeping his officers in the program if the corrections were not made. One such correction is notifying local departments of operations being conducted in their jurisdictions.
"We could have offered support for the operation," he said. "One 30-second phone call would have been all it took."
With undercover operatives in plain clothes and carrying weapons, the situation could have become even more volatile, Harshberger noted.
"The planning part of this operation was LAWNET's responsibility, solely," he said. "We were not even notified. Undercover cops could have been shot."
Burnside, when contacted, said, "We have come up with things to improve. Chief Harshberger's concerns will be addressed.
"We are constantly working to improve," Burnside added. "We do our best, but we cannot control the drug dealers' actions."
Harshberger made his original comments to a group of Detroit ministers and local activist Lee Tooson of the National Action Network. The group picketed at the police station for approximately an hour Monday before meeting with Harshberger.
